Enticing opportunities: The role of Industrial Partnerships in a shifting economic landscape.
ADIOC 2011 TO ADDRESS MAJOR COUNTER TRADE THEMES IN MIDDLE EAST
Under the patronage of His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Abu Dhabi Crown Prince & Deputy Supreme Commander of the UAE Armed Forces, the Abu Dhabi International Offset Conference (ADIOC 2011) will be held at the Emirates Palace in Abu Dhabi on 16-17 February 2011.
The event’s theme is “The Future of Industrial Partnership”, reflecting its goal of examining the status of diverse offset programs in the region, industrial cooperation, current trends, challenges and best practices.
H.E. Sheikha Lubna bint Khalid bin Sultan Al Qasimi, UAE Minister of Foreign Trade, will deliver a keynote address to delegates, outlining UAE’s commitment to deepening international partnerships that support long-term plans to develop its domestic industrial capabilities.
“Offset programs in the Middle East are undergoing tremendous changes to reflect evolving national defense requirements and the increasingly sophisticated approaches to offset and countertrade operations worldwide,” said H.E. Saif Mohamed Al Hajeri, Tawazun’s Chief Executive Officer.
“Moreover, ADIOC 2011 will be held at a time when the world is recovering from the worst economic and financial crisis in decades. This opportunity to hear from so many distinguished participants will enable all attendees to share experiences and help the development of most effective practices in core offset principles such as economic diversification, Foreign Direct Investments, technology transfer, fair trade and joint cooperation,” added Al Hajeri.
The conference also aims to identify best ways for strengthening cooperation and sharing information within the offset and countertrades global culture.
Saif Ali Al Marzooqi, Associate Director – Marketing Communications & Branding at the OPB, stated: “ADIOC continues to grow in size and scope. We are honored that such a large number of experts, scholars and professors from government and industry are attending to share their experiences on regulations, industrial participation, FDIs, fair trade and other relevant topics.”
Preceding the Abu Dhabi International Defense Exhibition (IDEX 2011), approximately 450 delegates representing local and international, commercial, industrial, defense and government organizations, are expected to attend.
ADIOC 2011 is hosted by Offset Program Bureau (OPB) and organized by the Global Offset & Countertrade Association (GOCA) and the Aerospace Defense Security Group (ADS). The conference’s headline sponsor is Advanced Integrated Systems, the first Emirati company to present fully integrated homeland security solutions.
ADIOC 2011 is the first defense conference in the wake of major changes introduced to the UAE’s Industrial Development Program in the summer of 2010. The UAE underwent an extensive consultation period to evolve its Industrial Development policy. The result is a policy framework that brings a sharp focus on direct offset projects in key defense and manufacturing sectors and introduces earlier involvement of defense contractors in the planning process and greater flexibility of fulfillment of offset criteria.
Six months after its announcement in June 2010, more than 70 per cent of defense contractors with obligations have transmitted their commitments to the new policy, among them Boeing, Raytheon, EADS, Fincantieri, Nexter, MBDA, Lockheed Martin and Rheinmetall.
